It is critical that we are allowed to send a message to a patient who may not have signed into PHR yet. The system would send them a message that a Message from our office was sent to them and that they should sign in. This would be in addition to any invites sent out. It would do two things:

1) Increase the number of patients who use the PHR since they would be interested in seeing the message, 

2) Provide us the paper trail that we did send a message but the patient CHOSE not to sign in to see it. 

Currently, there is nothing that entices a new patient to sign in/register other than if we send them invite after invite and become a pest about this. This is reasonable on many fronts and should be enabled quickly.
